The Hills Mallee Southern Region Community Health Directorate (Community Health Directors from Adelaide Hills, Murray Mallee and Southern Fleurieu, Community Health Managers from Kangaroo Island and Mallee Health Service, Regional Principal Planning and Research Officer and Regional Director, Primary Health) had been working to define core services for community health during the early part of 2003.
The group had used the South Australian Metropolitan Community Health Core Services process as a starting point, and had reviewed community and primary health care models in South Australia and other States, as well as other countries.
Concurrently, South Australia’s review of the health system, the Generational Health Review (GHR), was taking place. A key tactic of the GHR team was to attempt to manage community and media education through a constant stream of ‘talking points’, mainly in the form of discussion papers, but also through strategic consultation and information sessions.
Throughout this information management process, the emphasis on the unsustainable nature of the current system, and the need to move toward a more primary health care focused system was a consistent and strong message
