BACKGROUND In 1995, the South Australian Health Commission restructured country health services into seven Regions. Interim Regional Boards were established to assist with the transition to the new structure. In 1996, the interim Regional Board was incorporated as the “Hills Mallee Southern Regional Health Service” (HMSRHS). In the same year, a Regional General Manager was appointed to manage the HMSRHS and lead its future direction. The core responsibilities of the HMSRHS are resource allocation, performance monitoring and planning of health services to communities within the Hills Mallee Southern region.
In October 1997, the South Australian Government formed the Department of Human Services from the integration of the South Australian Health Commission (SAHC), Family and Youth Services (FAYS) and the South Australian Housing Trust (SAHT). A such the Hills Mallee Southern Regional Health Service collaborates with FAYS and SAHT regional offices in Murray Bridge and Adelaide to ensure that Human Services are provided to people in the Hills Mallee Southern region in an effective and efficient manner.
THE REGION The Hills Mallee Southern region is the most populous country health region, with an estimated resident population of 103,000 people. This represents x% of the estimated resident population of South Australia and y% of the estimated resident population of country South Australia.
Geographically, the Hills Mallee Southern region covers a large (over 30,000 square kilometres) and diverse region that includes the Adelaide Hills, Murray Mallee, Southern Fleurieu and Kangaroo Island areas of the State.
The geographic area defining the Hills Mallee Southern Region is based on Local Government Area boundaries (as in 1995). These are:
· Kingscote and Dudley DCs (now Kangaroo Island Council)
· Mount Pleasant DC (now part of Barossa Council)
· Gumeracha and Onkaparinga DCs (now part of the Adelaide Hills Council)
· Mount Barker District Council
· Strathalbyn and Port Elliot & Goolwa DCs (now Alexandrina Council)
· Victor Harbor District Council
· Yankalilla District Council
· Rural City of Murray Bridge
· Mannum DC (now part of Mid Murray Council)
· Meningie, Peake and Coonalpyn Downs DCs (now Coorong Council)
· Karoonda-East Murray District Council
· Lameroo and Pinnaroo DCs (now Southern Mallee Council)
The region has a comprehensive range of public, private and community-based health services (Government and non-Government organisations). The HMSRHS is responsible for ensuring the provision of the following public health services in the Hills Mallee Southern region:
