The Hills Mallee Southern Regional Health Service, in its first Strategic Plan, set out to determine service priorities that meet local needs. A regional Health Needs Assessment project was conducted in 1996/97 ( Diversity makes a difference), and the findings were used in developing a three-year Strategic Plan.

The Strategic Plan, 1997-99, focused on service delivery, organisational development and resourcing.
The Regional Health Service has now refined its Strategic Plan for 2001-03, with a dual focus on service development and organisational development with an over-arching higher purpose, values and vision statement. This plan is an overview of the strategic approach of the Hills Mallee Southern Regional Health Service (HMSRHS) and will inform its service, business and action planning for the next three years.
In turn it is informed by the Directions for South Australia and strategic directions of the Department of Human Services.
Apart from maintaining its core clinical (hospital and community health) services, the Regional Health Service aims to also build on the initiatives and directions of its previous Strategic Plan and consolidate the achievements of that plan.
Service DeliveryThe focus on service delivery in the 1997-99 Strategic Plan focused on

Ssstainable programs (GP Services, Early Intervention Services for Children, Youth Health, Aboriginal Health, Mental Health, Respite)

access (diagnostic services, dialysis, technology, and transport)

innovative programs (community midwifery, diabetes, rehabilitation, women’s health, men’s health, and palliative care)
A review of service priorities in the new Strategic Plan will place a high priority on and/or maintain its commitment to:

Populations (Aboriginal health, children and youth, women’s health)

Stronger communities (the recruitment and retention of medical, nursing and allied health professionals, expanded local health services and the Aged Care Residential Project)

Sustainable programs (mental health, respite care, diabetes, rehabilitation)

Collaborative approaches (involvement in forums that address the social determinants of the health and wellbeing of people and communities)

Aboriginal Primary Health Care Access Program plan – the Hills Mallee Southern Region is one of five regions/areas in South Australia targeted by the Commonwealth to develop a plan for improving access to primary health care services by indigenous communities in the region. A Regional Aboriginal Health Planner has been appointed to prepare the plan, due in early 2002. This plan will be submitted to the Commonwealth Office of Aboriginal and Torres Strait Islander Health for new funding coming into the region.

Aboriginal Nominees to the Board of the Hills Mallee Southern Regional Health Service are now well established

“Working Together” document by Barbara Wingard and Michael Bentley - the way forward to a better understanding of Aboriginal Health in the Hills Mallee Southern region of South Australia. The document brings together the experiences of Aboriginal health workers working in “mainstream” and the perspectives of various non-Aboriginal workers. The purpose of the project was to create common understandings that can be used for better planning of health services to Aboriginal people in the region, and also to document the progress of Aboriginal health services in the region.

Aged Care Residential ProjectThe Regional Aged Care Facility currently manages forty high care residential places which are allocated over six participating health services – Lameroo, Karoonda, Mannum, Meningie, Mt Pleasant and Tailem Bend. The facility has been fully functional since January 2000. All sites have met Commonwealth building certification and in June 2000 achieved 3 years’ accreditation from the Aged Care Standards Agency. A commendable rating was awarded for the Planning and Leadership standard.

LeakageA Business Plan that proposes a three-year strategy that will create sustainable, quality hospital services for the residents of the Hills Mallee Southern region has been submitted to the DHS. It presents evidence which demonstrates that resources to the Region need to match the changing dynamics and circumstances of the region, i.e. demographic changes in population growth and profile. The three year plan is designed firstly to reduce the waiting times for elective surgery, secondly to encourage better utilisation of available level 2 services in the region, and lastly, by the third year, to start addressing the population growth aspect and sustainability of hospital services to meet changing community needs.
Organisational DevelopmentThe focus on organisational development in the 1997-99 Strategic Plan focused on workforce and communication. For our region to be able to pursue its higher purpose, model its values and achieve its vision, we need to, both regionally and locally, be able to operate and cooperate in a federal way The principles that underpin these directions are modeled on those of a federal organisation.
