The Hills Mallee Southern Regional Health Service (HMSRHS) commissioned Professor Carol Gaston to develop a “Population Health Plan” for the region and the recommendations of this Report were presented to the region in November 2004 (attached).
The Strategic Directions for Country Health and the Gaston Report will now both form the basis for all strategic planning and implementation at the regional and sub regional areas.
Discussion
The establishment of the Area Health Management model by the HMSRHS (Southern Fleurieu & Kangaroo Island, Mallee/Coorong and Adelaide Hills) and the subsequent appointment of three Area Health Managers, has provided the opportunity to consider planning activities at the “area level” with a view to more consistent approaches across the region in relation to planning, which in turn would influence the development of the Regional Strategic Plan through a “bottom up” approach.
Planning Process
Significant information to inform our planning has already been collated and provided to Professor Carol Gaston in producing a Population Health Plan” for our Region.
A HMSRHS internal workshop attended by approximately 100 persons was held on November 25th 2004 at the Murray Bridge Community Club, Sturt Reserve facilitated by Ms. Andi Sebastian.
§ Professor Carol Gaston provided an outline of her report with recommendations for the region with her analysis of data provided in the context of the Dept of Health, Country Division and State Government directions for health and our health service agreements.
§ Presentations were also delivered by the Regional General Manager Kevin Eglinton and HMSRHS Aboriginal Services Manager Steve Sumner.
§ Planning at an Area level commenced on that day.
§ Planning Steering Committees to oversee the strategic planning for the Southern Fleurieu and Kangaroo Island Area, Mallee Coorong Area and Hills area have now been established. These committees have met regularly and are chaired by the respective Area Health managers.
Planning Committees ensure the planning activities take account of the State-wide and country priorities already advised, but also ensure that local population health issues are discussed and included in an “Area Plan.”
The Regional Senior Planning and Research Officer has been engaged at the Area level to facilitate and coordinate the planning processes.
The HMSRHS Regional Plan should be completed by May 2005.
1. Consultation workshops for major stakeholders within the three areas are being arranged for March 2005.
2. Draft Strategic Plans should be finalised by mid-April 2005 and circulated for final comment to key stakeholders
3. Final Strategic Plan completed for the region by April/May 2005
